Extra- Ordinary General Meeting


Today, there was a meeting (above) facilitated by the chairman of Owino Market entitled:

‘ST. BALIKUDDEMBE MARKET STALLS, SPACE AND LOCKUPS SHOP OWNERS ASSOCIATION LTD. ALIPOOTA ERI BANNAKIBINA KYA SSLOA (MARKET) ERI OLUKIIKO OLWENJAWULO (EXTRA- ORDINARY GENERAL MEETING 21ST SEPTEMBER,2017)

(The meeting was in Luganda - translated by Derrick Arinitwe)

Information gathered from this meeting will be useful for the implementation essay currently underway. All members of the market were invited and encouraged to attend. The event was broadcast around the market through the market Radio. The meeting happened in the coco yard of nyanya zone :

Owino Market Leaders

1. ’Enyanjula’ Introductions

  • ‘Extra – ordinary meeting for SSLOA members’ About KCC and Owino – land titles and the fight for the market. What can we do now to develop our market quickly?

  • Other visitors from other markets – mukono/ kisekka /natete – other leaders, directors

  • Leaders from the SSLAO executive including zone leaders

  • Mr Kalema from 1971 – one of fighters for the original ssloa market

  • Winnie Twine – presidents advisor to markets , was a vendor in market ( where problem is have to go to the president; said she’s been going to the president to protect them)

  • Senga & Mubiro – Kayongo introduced as people you can go to if you have a problem

  • Secretary co-ordinator of lock ups –

  • Main ‘big people’ that helped them have land; Museveni, Charles peter Miyiga (assistant to Kabaka), Dr Twaha Kawase (minister of Buganda)

2 ‘Entandika ye bizibu’ Beginning of the problems

  • Problems started in 2011 when KCCA had replaced KCC

  • KCCA ED put up policy to dismantle leadership of the KCC

  • KCC had had a way of giving them ownership but KCCA came with their own new rules

3. Ekyagenderera what was the reason to

  • KCCA wrote letter on 27 jan 2012 to stop work being done in the market, demanding 1 billion from SSLOA for bills/revenue etc..

  • Struggled to pay it all off (only done in 2016) but vendors started losing hope as they weren’t seeing development and giving the 10,000 UGX

4. Ebyakolebwa what was done

  • Announced a war (with KCCA) when they came out and informed the workers that they were going to break down the market

  • At this point already got DFCU loan for resettlement land

  • KCCA still wanted the land and also wanted development but not with vendors on land

  • KCCA has a reason to take case to other ministries/orgs in government to complain about SSLOA

  • KCCA took them to court SSLOA went to IG’s office and courts of law; won the case

  • Parliament of Owino saying everyone who wants to join SSLOA should be able to pay 10,000UGX for membership and 50,000 as a commitment fee for development in market

5. Ebyavamu what came out of ebyakolebwa

  • In court realise KCCA doesn’t own the land lease and titles were in vendors lease

  • Court ordered KCCA to give titles to SSLOA and SSLOA won and KCCA went back to court again and again, SSLOA won finally in 2016 with lease of 99 years

  • (KCCA wasn’t giving them lease, so went to president in EBB and president asked them why don’t give lease and immediately they gave up lease)

6. Tukoleki kati? What should we do now?

  • 6 years after fight with KCCA, 2017 – getting rights and ownership has not been easy and time has come and we have opened our years and have to think big in the next coming year

  • Putting development isn’t easy because if you look what we have passed through, it has been a struggle because getting a lease wasn’t easy but fighting it wasn’t a small thing and all these things need money

  • We have to develop this place ourselves, if you look at where our brothers were at the parkyard and if you look at the change now and you accept that we just have to develop our market

  • ‘ the steel posts from the other developments are looking towards Owino and will continue into Owino’

  • This is where I beg you, lets develop our area together and not do it individually and build market as one

  • (a vendor suggested) Lets not wait for investors, let’s start as groups, group and collect money

  • Kayongo said it’s not realistic it would take forever, need investors ; even Museveni himself needs investors – want development quickly not wait for our children to see it .

  • Lets pay tax to SSLAO for 1) development 2) to clear DFCU bank debt

  • (a vendor) for all the time DFCU got land as collateral, all the benefits from there, what are they doing?

  • Look at other markets, kisekka, natetete, they’ve managed to retain land – they have problems with KCC but have retained their land (ie. Not like parkyard where vendors have been chased)

9. Ebikoledwa okusasul ebanja what has been done to repay the debts

  • Wrote to president and informed him that the land wasn’t given to the bank that the bank itself took the money to kCCA’s account in orient bank- want him to help them and show not misusing money

  • As owners of market need to collect money as ourselves to pay and accomplish all the standing debts

11 Embela ya katale how the market Is

  • (vendor from produce zone) these people demanding to pay, should put vendors for sale so that those that can pay can take up lock ups

  • St. Balikuddembe Market, kyekiffo kyoka ‘is the only place’ …where a person can earn a small living

  • Elsewhere like Sunday markets of KCCA, person has to pay 12,000 UGX a day but for St. Bdd you pay it once a month and even retain some balance.

I have shown you where we have come from and what we’ve passed through

  • Want you to believe this is our place, paid for it.

  • Now we also have all the titles for the land

  • KCCA has no rights on our land now

  • Let’s forgive each other and those who’ve been injured in fight of our land come together and fight hand it hand
